Agency Performance – Local Taxation

This item was a regular update on operational performance, the purpose of which was to address operational issues by monitoring performance in 2005/6 and to review the lessons learned from 2004/5.

The Management Board reviewed the performance of each Group individually and discussed any issues that had arisen over the year to date. They also discussed progress on 2000 and 2005 Rating list appeals.

Rating and CT reports had increased by 20%. Compliance referencing would increase the number of reports but this was not driving the current increases. Timeliness continued to be good.

Performance on the target that CT appeals should get a considered decision in 3 months was now at 99%. Groups were improving but shortfalls earlier in the year meant this target would not be met for the year as a whole. A revised target would be given to Groups to achieve the target of 99% over the remaining part of the year.

Agency Performance - HR

The Professional Skills for Government (PSG) review would be taken forward with the People Committee taking decisions following consultation through the HR Liaison Group.

The number of spare places on the Management Development Programme (MDP) would be limited in this financial year but increase for 2006/7 subject to approval of the strategy.

Agency Performance - Finance

The purpose of the resourcing paper, presented by Alan Sherriff, was to provide the Management Board with a progress report on the production of Agency budgets for 2006/7 including initial bids from CEO Divisional Directors, and to signal that the issue of budgets is now likely to be delayed until February 2006.

The Board approved the recommendations set out by Alan Sherriff in his paper and agreed that a message should be sent to Groups at an early stage regarding budget setting. Budgets would be put before the Management Board for discussion and agreement in January 2006.

Next Steps on World Class Agenda and Council Tax

The Management Board expressed their thanks to all staff for their professional response to the events of the last few weeks.

Following discussions with Ministers, an intranet announcement would be made to the network on the 7 November. Senior managers would be given advance notice to help them prepare.

Agency Performance - DVS

This item was a regular update on operational performance, the purpose of which was to address operational issues by monitoring performance in 2005/6. A detailed discussion would take place at the MB meeting on 24 November.

Revenue work was within budget. Overall timeliness was good with some units slightly below target performance. There was some concern over receipts with a higher volume of complex cases being received by some DVs.

The LS target was £21.1m. Performance was close to the profiled LS target for the half year.

Marketing was being pushed on well with useful contacts through Craig Lester. DVS were considering a dedicated team to focus on driving improvements including exploitation of the AVM.

Data Strategy Update

The purpose of the paper, introduced by David Hughes, was to provide the Management Board with an updated on data strategy.

The paper did not contain details on costs, as much of the programme was IT‑dependent, which obscured the costs at present. The projects would be subject to fitting in with an overall investment programme and the finance being available. The costs and benefits would be hardened up for each project.

The Board approved the content of the policy paper subject to the amendments made in the meeting and agreed that further discussion would take place as to when and how the policy paper was published.

Productivity

The purpose of the paper, presented by John Derrick, was to report progress towards the Agency’s key productivity target of 5% and to report on individual Group contributions to that target.

The productivity improvement forecast for the end of September was 3.25%.

From November a new tool would be available to help Groups plan and manage productivity improvement.
