The purpose of the paper, introduced by David Park, was to provide the Management Board with the findings of the pilot, advise the Board on the likely outcome from the Valuation Tribunal Service (VTS) perspective and to advise the Board of the support Local Taxation gives to this initiative.
The Valuation Tribunal (VT) heard only 1% of appeals substantially and it had therefore been suggested that all discussions took place with as many appeals as possible being cleared before they are listed at the VT.
Savings were expected to be modest but there were no metrics to measure these. These would be easier to bring together once the implementation had been worked out.
We need to look at creative ways of using resources to provide ratepayers with the best possible service.
The Management Board approved the initiative and agreed that it should be implemented as soon as possible to be fully in place by 1 April 2006.
The purpose of the presentation, introduced by Diane Leggo, was to provide the Management Board with an update to the Council Tax Revaluation (CTR) 2007 in England.
Sales validation work was being undertaken and due to be completed by the end of September 2005. This work will ensure that there is accurate property attribute data held against sales.
The delivery of valuation software is expected from Capgemini on 22 July 2005 and discussions were held regarding the impact of any delays, if they should occur.
The purpose of the paper, introduced by Diane Leggo, was to provide the Management Board with details of the basis on which the Agency proposes to secure data of domestic properties marketed and sold in England through Rightmove.
The data would help the Agency’s efforts in having a cost effective and efficient conduct of the Revaluation, supporting ongoing work in list maintenance, assisting in the handling and resolution of taxpayer enquiries/appeals and assisting in the achievement of the programme benefits.
CT were looking at improving the data that they received. They currently use questionnaires, which are not mandatory and have approximately a 50% return rate, and external inspections. Acquiring the data from Rightmove would be a cost effective method of collection alongside to questionnaires or inspections.
The Board approved the recommendations set out by Diane Leggo in her paper and agreed that the procurement of domestic dwelling data from Rightmove could proceed.
The purpose of the paper, presented by John Keelty, was to provide the Management Board with pre-audit view of the Agency’s outturn for the 2004/5 financial year.
The Agency achieved its break even target and lived within its Vote Control total.
Thanks were given to John Keelty and his team for another well managed year and in particular to the team dealing with Payment in Lieu of Rates (POLAR).
The purpose of this session, introduced by Andrew Hudson, was to enable the Management Board to look at performance over the 2004/5 year in terms of targets missed and also areas of good performance. Papers were submitted by David Park for LT and John Wilkinson for DVS. The Management Board would continue to monitor performance on a monthly basis.
