Update from the Head of Profession
David Tretton provided a brief overview of what had been accomplished since his last update to the Board in January 2008. A number of development opportunities would be available for staff in the near future. These included NVQs in Surveying, Property and Maintenance, College of Estate Management (CEM) Diplomas, Degrees and Graduate Development Programmes. David also touched on a number of successful Lands Tribunal cases and the implications of these decisions.

Preparing for the Rating Revaluation 2010 – current challenges
David Stratford, Eric Hodgson, Phil Hockey and Phil Ray each outlined the challenges in their geographical areas in preparing for the 2010 Rating Revaluation. A number of the key points and challenges were highlighted to the Board.
Data Security
Paul Sanderson updated the Board on the present position. Data Security continued to have a high profile. The Poynter Review, which is investigating the security processes and procedures for data handling in HMRC, was now undertaking a review of data security in all HMRC business areas.
The VOA had received a good report from the Internal Audit Office on data security in the Agency. A series of Data Security awareness workshops for all staff would take place from mid-May to the end of June. These would be closely monitored to ensure every member of staff had attended.
People Committee Report
Andrew Hudson provided a report of the People Committee meeting held on 10 April 2008. The Management Board noted the report and had no further comments.
Pay Remit
Steve Hartnell updated the meeting in relation to the 2007-08 pay offer and advised that work had now started on the 2008-09 pay remit. Steve and HR colleagues also provided an overview of the work that would now be undertaken to look at various options and models that met the overall Civil Service pay guidelines, pay remit process and criteria.
Agency Performance – Review of 2007-08 Key Targets
The Board reviewed the end of year outturn for all KPIs and supporting indicators. Overall it was considered that 2007-08 had been a successful year.
Review of 2007-08 Financial Outturn
John Derrick gave an overview of the end of year financial position and reported that the preliminary work carried out by the external Auditors had indicated that the VOA accounts were in good shape.
The Rent Service
The Transform project continued to go well, and TRS staff had now moved into the VOA’s Worthing location. A more detailed papers on the Transform project and the issues arising would come to the May and June Board meetings.
