Agency Performance – Local Taxation

This item was a discussion on operational performance, the purpose of which was to address operational issues by reviewing the key performance indicators where the outlook was not at green.

The overall outcome for the targets for Council Tax Wales was good but we would miss the target for number of formal appeals cleared. The main reasons for this were that the increased amount of work on appeal prevention meant less input on clearing formal appeals and more resource had been required on formal appeals than originally expected. Feedback from the Groups suggested that CT payers wanted more face-to-face discussions and that negotiations were harder due to taxpayers being better informed.

The Management Board agreed that the overall positive message should be reflected in the Annual Report, whilst not avoiding the fact that the target had been missed. This year’s result also needed to be joined up with next year’s target.

The productivity target would clearly be missed and there would be a substantive discussion on productivity at the April MB meeting.

 

Agency Performance - DVS

This item was a discussion on operational performance, the purpose of which was to address operational issues by reviewing the key performance indicators.

HMRC targets were all shown as green so the discussion focused on Land Services (LS) income and Work in Progress (WIP).

The forecast for LS income had been revised to £18.54m as at the 22 March. DVS costs would not be covered on this basis.

WIP was currently at £4.6m and forecasts suggested a figure of £3m at the end of March.

The new TRACS system would provide more reliable month on month income tracking and this issue would be brought to the Management Board on a regular basis.

 

Agency Performance - HR

There had been a good response rate to the staff attitude survey. The result for staff satisfaction was similar to last year, which unfortunately failed the annual target.

The Management Board were relieved, overall, at the result, considering the problems that staff had experienced over the year but we needed to pick up the real problems from the survey and discuss the way ahead.

Steve Hartnell would be reviewing the Home Computer Initiative scheme following the Chancellor’s announcements in the recent Budget.

HR had held useful discussions with TUS on performance management.

 

Agency Performance – Data

Paul Sanderson updated the Management Board on data issues within the VOA.

 

Agency Performance - Finance

The financial position remained resilient and there was nothing to raise at this stage.

 

Operating Budgets 2006/7

The purpose of the paper prepared by Alan Sherriff was to provide the Management Board with the outcome of discussions with Groups, Specialist Units and CEO Divisions which had enable Finance to close the 2006/7 funding gap.

The paper was presented for information only as the key decisions had been made at the MB meeting in January and budgets were finalised in accordance with this.

 

Capital Budgets 2006/7

The purpose of the paper presented by Alan Sherriff was to provide the Management Board with details of the outcome of discussions with Human Resources (HR) and Information Technology Services Division (ITSD) on proposed capital expenditure plans for 2006/7.

There had been a significant increase in the baseline this year from £9.2m to £13m.

The Management Board agreed the recommendations set out in the paper subject to the comments raised during the discussion.

 

Audit Committee Report

Barny Todd had submitted this report with approval from Margaret Devlin.

The purpose of the report was to improve corporate governance by linking the Audit Committee with the Management Board.

The HMRC Audit Committee had requested to see copies of the VOA Audit Committee minutes.
