COUNCIL TAX (WALES) REVALUATION 2005 - DEALING WITH ENQUIRIES

1. Introduction

This Circular provides instructions on completion of weekly return of enquiries received and resolved and also completion of time recording return.

2. Weekly Progress Return

The return can be accessed as follows:P Drive > Cardiff > CT Reval 2005 > Weekly Progress Return. The return must be completed weekly and the figures cumulative (ie: include previous week’s totals). Return for w/e 10 September must include all calls received since completion of draft list.

3. Time Recording

It is important that we know what time is spent on taking the queries, dealing with the queries and what time is spent by the Council Tax Reval team in the continuing work that needs doing on the CT Reval. This is useful not only for our purposes, for informing the Welsh Assembly, but also to assist in the planning of the English Revaluation.

The Helpdesk manager in each location is asked to complete the attached spreadsheet on a WEEKLY basis for each member of staff who has worked on the CT Revaluation team that week. The decision has been taken to do this weekly as the nature of the task is such that people’s roles may well change significantly over a month and weekly recording is likely to be more accurate.

The spreadsheet asks for work to be broken down into three areas:

i) Time spent on the phone taking queries, at the counter answering queries. This will encompass responses from ratepayers by letter, telephone, email etc, and consists of providing immediate and general advice as part of a helpdesk team and/or giving detailed explanations on valuation specific questions.

ii) Time spent researching queries which are registered for follow up inspections, consequentials, subsequent replies etc.

iii) Any other Reval work which is not directly related to queries – ie: Coding Reval bibles, key properties, reviewing previously banded properties which were not found etc.

It is appreciated that recording on a weekly basis will not directly tie up with the monthly AMC but regard should be had to the weekly recording totals when completing the AMC for the relevant month.

A copy of the spreadsheet should be stored on the R drive >CT Reval > (Office) > Time Recording and may be protected for read only by the Helpdesk manager if they wish.
