1. Draft List
The draft lists will be generated over the weekend of 14/15 August 2004 and will be available electronically to Billing Authorities after 12.00 Noon on 31 August 2004.
On 10 August locations must check the update schedules generated on 9 August and ensure that any resultant changes to the 2005 draft list have been actioned, including the deletion of 2005 Bands where the 1993 band has been deleted.
In order that entries in the 2005 draft list deposited on 31 August 2005 corresponds to the entries in the 1993 list as at that date, no further amendments are to be made to either list after 9 August 2004.
To ensure that no amendments are made, admin team leaders in each location must arrange for permission levels for all staff engaged on Council Tax work be reduced to 1 (enquiry only mode) for the period 10 31(incl) August 2004. However one Band 7 in each location will need a higher permission level in order to register cases only.
Locations in Wales will not be issuing the 1993 list update schedules due 23 August 2004.
Amendments to the 1993 can recommence on 1 September 2004 (Further instructions will follow shortly) Any amendments to the 2005 draft list must be stockpiled until the new screens allowing amendments to be made are loaded onto the central database on the evening of 30 September 2004.
2. Alterations to Draft List Dual maintenance procedures must be carried out as detailed in Wales Council Tax Revaluation Circular No.16
The 2005 draft list will be refreshed every two weeks. A list of properties where amendments have taken place will be generated by COVO together with the appropriate notices. The notices must be issued to Council Tax payers within 2 working days of generation. The list of properties must be checked to ensure all notices have been generated and issued. A binder must be created for each Billing Authority and labelled “Alterations to 2005 Draft List” and completed lists filed therein and retained for a period of 2 years for audit purposes.
