QUALITY ASSURANCE AND QUALITY CONTROL

This circular gives details of Quality Assurance and Quality Control procedures

Quality Control is based on the principle of checking work after it is done to see if it’s been done correctly.

Quality Assurance is more preventative in that it is about ensuring all steps are taken to ensure work is done right
first time. A fundamental part of Quality Assurance is that all staff have the knowledge, the information and
understand the required level of quality needed to complete the task.

Quality Assurance

Quality Assurance will underlie the Revaluation process and will be achieved by ensuring that the following
elements are included in the project management methodology:

1. Creation of Revaluation “bibles”.
2. Clear communication of the approach to the task by issue of timely instructions, discussion at team meetings
and compliance by staff
3. Definition of inspection policy and ongoing guidance and supervision by line managers to ensure that the
number of inspections reflects risk.
4. Tasks completed by the appropriate grade and training delivered in accordance with CT Reval training plan.
5. Deviation reports and monitoring return (A report of PD’s where sale price is outside of band range) to be
investigated each month by Band 3.
6. Project Manager to undertake a quarterly quality Audit to ensure the Q/A requirements are being met.

Quality Control

Bandings

Line managers should undertake quality control of the bandings. 100% QC check should be undertaken of the
first 3 batches completed by each bander. Line managers should sit with banders when carrying out theses initial
checks so that the banders are fully briefed on any shortcomings, errors corrected and lessons are learned. Line
Managers must then date and initial column 10 of the Batch Control Sheet.

When a bander has successfully completed 3 batches QC checks should be reduced. The Team leader and line
managers should review batches and adjust QC requirements to reflect risk, recording reasons on Inspection
Support Data record…. As a general rule QC would be 5% where there is a high risk eg rural villages and to 2%
in urban areas where properties are mostly repetitive. A random sample should be selected and marked QC in
red on Inspection Support Data Record. On completion of QC checks Line Managers should date and initial
column 10 of Batch Control Sheet.

Inputting of 2005 Bands

On completion of inputting of a batch the operator should complete columns 11 and 12 of Batch Control Sheet
before passing it to another operator for 100% QC checks. The operator undertaking QC checks should correct
any errors found and note the entry on the Inspection Support Data record accordingly. After dating and
initialling column 13 of Batch Control Sheet the batch should be passed to the line manager

Line Managers should satisfy themselves that the first 3 batches input by each operator have been successfully
completed before authorising QC checks be reduced to 10%. A random sample should be selected and the
operator undertaking QC check dating and initialling column 13 of Batch Control Sheet.

If during further QC checks an unacceptable error rate is revealed then it will be necessary for the bander/
operator concerned to revert to 100% QC check.

When above procedures are completed batches should be filed away. (See Wales Council Tax Revaluation
Circular No.14 for instructions)

Dual Maintenance Cases

1. Maintenance/Appeal cases

Quality Control checks on 1993 list cases should now include 2005 Reval QC checks.

2. Input of amended 2005 Reval bands

After clearing 1993 case and input of amended 2005 Reval Band, working dockets should be passed to another
operator to undertake a 10% QC check. A random sample should be selected and the working docket dated and
initialled on completion of QC checks.
