As we are now within six months of the Valuation Date, ie: 1 April 2003, we need to commence the preparation
of revaluation bibles.
It is essential this is approached on a consistent basis within each office.
As it is expected the banding exercise will be undertaken on a parish/ward basis, each office should prepare a
binder per parish/ward as a revaluation bible.
Within each bible, on an AZ index basis, will be the ‘key’ properties with documents relating to each ‘key’
property being kept in a plastic wallet.
The bible should contain the following information in respect of each key property:
1. VOA Key Sale Document
2. Copy of the PD (this will aid defence in terms of preparation of regulations for VT)
3. Estate Agents Particulars and/or VOA Purchaser Questionnaire.
Each binder should be labelled with the Billing Authority name and code and the parish/ward name and
reference number.
Please ensure a person in each location sets up a list of local estate agents on the internet pc and starts to print off details of various properties for your locality. This should then be checked on a regular basis as new
properties come on to the market. Investment in this area now will allow the key sale documents to be
completed with ease at a later date as the sales come through. You may also wish to search some national
agents for the larger properties in your area and in addition the Housebuilders who include on their sites details
of properties for sale following part exchange.
Would Admin Team Leaders liaise with the Council Tax Team in their office and provide confirmation by Friday 22 November the binders have been prepared and the collation process commenced.
The confirmation should be accompanied by a note indicating how the more rural properties are being catered
for in terms of filing within binders, and any other comments members of the Team would like to make.
