These Instructions and Advice were prepared for internal use within the Valuation Office Agency as part of work towards a council tax revaluation in England that was due to take effect on 1 April 2007. The government announced its intention to postpone the revaluation on 20th September 2005 and preparatory work for a revaluation in 2007 has now been stopped.
Previous news items announced the revaluations to take place in Wales in 2005 and in England in 2007 and work has started on both.
In Wales, due to the time scale, the revaluation will be undertaken using traditional methods and has commenced with work being undertaken on logged reports.
As England has a longer lead in period, consultants KPMG have been appointed to help us explore who holds property data, how much of it is available to us, how reliable it is and to ascertain if expert mass appraisal systems exist which could be obtained and adapted for use by the Valuation Office Agency.
The Valuation Office Agency already holds and uses considerable amounts of its own data. Therefore, KPMG will also want to have a look at the data we already hold and understand how we use it to go about our council tax business and will be visiting a small number of offices in England in order to speak to staff and have a look at how we currently store and use our data.
The review is due to be completed at the end of October 2002.
