These Instructions and Advice were prepared for internal use within the Valuation Office Agency as part of work towards a council tax revaluation in England that was due to take effect on 1 April 2007. The government announced its intention to postpone the revaluation on 20th September 2005 and preparatory work for a revaluation in 2007 has now been stopped.
This IA is being issued to clarify instructions on the use of the ‘Reason for Coding’ field in the Dwellinghouse Codes
1. Introduction
The Mass Data capture exercise is now well under way and some analysis of the data input has begun. Initial analysis has uncovered that, in some instances, the ‘Reason for Coding’ field has been left blank or the code ‘P’ has been used.
2. Completion of Reason for Code Field
When inputting Dwellinghouse Codes the ‘Reason for Coding’ field must not be left blank unless it is thought that more data than that already collected will be available from other VOA records for that property. This is very important, as the statistics calculated for progress reports will only pick up those records entered with a code. If the reason for coding field is left blank then the property will not be counted as being data captured.
The code ‘P’ should not be used at this point in time, this will be used in the future when an exercise is carried out on all the inactivated ‘Logged’ CR10 reports. It is appreciated that the information provided in IA IT180303 para 3.1 was misleading, please accept apologies and note that the paragraph has been amended.
An exercise will be carried out to determine what alterations have taken place to property with an inactivated logged report so that those alterations can be taken into account when determining the Band for CTR2007. ‘P’ codes will be used when the dwellinghouse code details of the altered property are input and this will flag that those dwellinghouse code details may not necessarily reflect the current band in the 1993 CT List.
3. Action
Groups will be notified where it would appear that there is the possibility that ‘Reason for Coding’ fields are not being completed and asked to check whether the correct interpretation of instructions is being adopted.
A list of all Property Details entered with a ‘Reason for Coding’ as ‘P’ will be compiled and sent to Groups shortly to be checked and amended if necessary.
