David Stathers CBE FRICS has been appointed as a non-executive
member of the Management Board of the Valuation Office Agency (VOA)
with effect from 1 February 2001. Mr Stathers is Head of Policy
Development for Boots properties. He joins Mrs Rosemary Connell
who is already a non-executive director and was until her recent
retirement an executive of Unigate.
Mr Stathers is a Fellow of the Royal Institution of Chartered
Surveyors and has extensive experience in the property industry.
He has worked for Boots for 40 years and was previously Director
of Estates for Boots the Chemist. He has also sat on a number of
committees giving advice to government and is a past president of
the Property Managers Association and the Incorporated Society of
Valuers and Auctioneers (which is now part of the Royal Institution
of Chartered Surveyors). He is married and in his spare time shows
and drives horses and carriages.

The VOA is an executive agency of the Inland Revenue with around
4000 employees. Its main activities (in England and Wales only)
are valuations for rating and banding of properties for council
tax. In Scotland, England and Wales the agency establishes valuations
for Inheritance and Capital Gains tax for the Inland Revenue, for
right to buy and carries out valuations of land and buildings for
a wide range of public sector clients.
The VOA's Chief Executive, Michael Johns is supported by a Management
Board consisting of VOA senior managers and two non-executive directors.
During 2000, an Advisory Board, chaired by the Chairman of the Board
of Inland Revenue, was also set up to support the VOA. The new board
comprises senior representatives from the client departments and
the VOA's non-executive directors.
