Viability issues in planning applications represent a constant challenge for Local Authorities in meeting their targets for affordable housing and local amenities. DVS staff are independent and impartial advisers who advise Local Authorities on these issues.
DVS only act for Local Authorities and other public sector clients. We advise either at the Local Development Framework stage or about a specific disputed planning application relating to provision of affordable housing, Commuted Sum Payments and S106 contributions.
Advising at the early stages of the Development Plan Documents gives planners a sound estimate of the financial contribution which can be expected for the provision of communal facilities in certain areas.
From the DVS national network, we have the extensive local knowledge of market influences and issues affecting viability of schemes including the requirements of PPS3.
DVS can also act as Independent Experts in planning appeals and public inquiries, often resulting in a cost saving for the Local Authority.
