The revaluation of council tax bands in Wales came into effect on 1 April 2005. The Valuation Office Agency (VOA) has worked hard to ensure that the council tax band allocated to each home in Wales is correct, based upon the sales and property information available.
A taxpayer who has questions about their council tax band, but does not necessarily wish to make a formal appeal, can contact the VOA on 0845 600 1748 with their enquiry. The VOA has dedicated staff who will investigate their query, answer their questions and explain how the council tax band has been allocated to their property.
If, having raised a query with the VOA they are not satisfied with the outcome and still feel their band is incorrect they can make a formal appeal. An appeal firstly takes the form of a ‘proposal’ to have their property placed in a different council tax band. The proposal can be completed online, via the council tax list application, or in writing – the appropriate form is available from local Valuation Offices.
If the proposal to alter the band is successful, the VOA will make the appropriate change and notify the local council. If it is unsuccessful, and the taxpayer is still not satisfied that their band is correct, it will be heard as a formal appeal, if they wish to proceed, by a local valuation tribunal.
The tables on the attached document show cumulative statistics since 1 April 2005, both for informal appeals (enquiries) – where the taxpayer has requested that we investigate their band without the requirement to make a formal appeal - and for formal appeals.
The VOA has worked hard to provide a considered decision on formal appeals in Wales within 6 months of receipt. With effect from 1 April 2007, our aim is to provide a considered decision on formal appeals and informal enquires within 2 months of receipt.

Gall trethdalwr y mae ganddynt gwestiynau am eu band treth gyngor, ond nad ydynt o reidrwydd yn dymuno gwneud apêl ffurfiol, gysylltu â’r Asiantaeth Swyddfa Brisio ar 0845 600 1748 gyda’u ymholiad. Mae gan yr Asiantaeth Swyddfa Brisio staff penodol a fydd yn ymchwilio i’w ymholiad, yn ateb eu cwestiynau ac yn esbonio sut neilltuwyd y band treth gyngor ar gyfer eu heiddo.
Ar ôl cyflwyno ymholiad i’r Asiantaeth Swyddfa Brisio, os na fyddant yn fodlon â’r canlyniad ac yn teimlo nad yw eu band yn gywir o hyd, gallant wneud apêl ffurfiol. I ddechrau, bydd apêl ar ffurf ‘cynnig’ i osod eu heiddo mewn band treth gyngor gwahanol. Gellir llenwi’r cynnig ar lein, trwy gais y rhestr treth gyngor, neu ar bapur – mae’r ffurflen briodol ar gael gan Swyddfeydd Prisio lleol.
Os bydd y cynnig i newid y band yn llwyddiannus, bydd Asiantaeth y Swyddfa Brisio yn gwneud y newid priodol ac yn hysbysu’r cyngor lleol. Os na fydd yn llwyddiannus ac os na fydd y trethdalwr yn fodlon o hyd bod eu band yn gywir, bydd yn cael ei glywed fel apêl ffurfiol gan dribiwnlys prisio lleol os byddant yn dymuno symud ymlaen i’r cam hwnnw.
