Business Rates - Non-domestic rating multipliers in England and Wales

The multiplier – also sometimes referred to as the Uniform Business Rate (UBR) – is a key factor in the calculation of your rates bill. It is set annually by Communities and Local Government in England and the Welsh Assembly Government in Wales, and determines the percentage (expressed as pence in the pound) of the rateable value of your property that you will pay in business rates.

Example: If the rateable value of your property, in Manchester, was £20,000, and your local authority was calculating your 2010/11 business rates bill, it would multiply it by 41.4p to get a total for the year of £8,280. If you are entitled to any form of rate relief, this sum is then adjusted to reflect that, making a final total for your rates bill. The multiplier usually changes each year in line with inflation.

In England, since 1 April 2005, a small business rate relief scheme has been in operation.  Eligible businesses who apply to their local authority to be part of the scheme can have their liability calculated using the small business multiplier.  Dependent on their rateable value, they may also be eligible for a further discount on their bill.
